Dr. Bidhan Ranjan Roy Podder announced this plan. He is an advisor to the Ministry of Primary and Mass Education. He spoke at a meeting in Lakshmipur on Saturday, May 3rd. The meeting was with head teachers and education officials. They discussed improving primary education quality.
Dr. Podder said the ministry listens to reasonable requests. They try to make good ideas happen. “The primary exam system is back, and we are going to start the scholarship again,” he stated.
He also mentioned that schools are focusing on more than just basic lessons. Activities like debates, wall magazines, and art competitions are being encouraged. The main goal is basic literacy. Children should read, write, and speak their mother tongue well. They should also understand basic math.
History of the Scholarship Exam
The primary scholarship exam has a history. It was held regularly until 2008 for Class 5 students.
From 2009, the Primary Education Completion (PSC) exam started. The scholarship exam was stopped. Instead, scholarships were given based on PSC results.
However, the PSC exam did not happen from 2020 to 2022, partly due to the COVID-19 pandemic. When the PSC exam was officially cancelled, the scholarship exam was held one last time in 2022.
After that, the scholarship exam was not held in 2023 or 2024.

The new announcement means the scholarship exam is returning after a two-year break. This reintroduction is a significant step. It brings back a competitive way for students to earn scholarships based on their merit.
Dr. Podder stressed the vital role of teachers. He called head teachers “team leaders” who guide their schools. He believes good head teachers lead to good schools.
